On May 27, 2025, the draft concordance by-laws for the Special Planning Programme (SPP) for the southeast sector were adopted at a special meeting of City Council. This SPP, which has been largely developed thanks to public participation throughout the project, will be finalised over the coming months. 

A public assembly will be held on June 18, 2025, at 6 p.m., at Victoria Hall, to present the SPP and its concordance by-laws, and to give the public an opportunity to express their views on the project. This will also be an opportunity to acknowledge all those who have contributed to the project, in particular Westmount residents, business owners, and other stakeholders who took part in the numerous citizen participation activities held between June 2024 and January 2025. 

The next stages of the project include the official adoption of the SPP by City Council in September 2025, and its integration into the City’s Planning Programme.
