The City of Westmount announces its intent to launch a Special Planning Programme (SPP) in the southeast sector of the City. This SPP will allow Westmount to amend its Planning Programme, which guides urban planning directives across the City, and reimagine the southeast sector.
As the first step in this process, City Council adopted on August 21, 2023, an Interim Control Resolution (ICR) as per section 111 of the Act respecting land use planning and development. This puts in place a freeze lasting up to 90 days in the focus area of the SPP on the issuance of permits and certificates relating to:
- Construction of new buildings;
- Building extensions;
- Demolition;
- Alterations for the purpose of converting the use of a building;
- Cadastral operations and lot subdivisions.
The ICR freeze is in effect from August 21. Permits and certificates previously issued or for which the application is substantially complete are not affected. Council may adopt an Interim Control By-Law within the ICR freeze period to extend and modify measures as necessary for the execution of the SPP.
